  • Cuban Teachers Recruited

    first_imgTwenty-four Cuban teachers have been recruited to teach at the primary, secondary and tertiary levels for the 2018/2019 academic year, to boost the teaching of the sciences, Spanish and other subjects.The teachers were recruited by the Ministry of Education, Youth and Information, in accordance with the cooperation agreement that was initially signed in 1997.They have joined 48 teachers who are currently serving within the education sector, bringing the total to 72 teachers.Speaking at the annual orientation session for the new cohort of Cuban teachers held today (August 28) at the Alhambra Inn in St. Andrew, Permanent Secretary in the Ministry, Dean-Roy Bernard said the continuation of the programme is indicative of its important contribution to the education systemHe noted that since the inception of the Cooperation Agreement, teachers from Cuba have been assisting the Ministry, and Jamaicans overall, to achieve the objectives outlined in the Language Policy.“The Language Policy speaks to our objective of having Jamaicans being bilingual and multilingual. Most critical among all the languages is Spanish, because our neighbours are Spanish-speaking countries and for cooperation, economic development and advancement, we must join our neighbours, so this [the teaching of Spanish] is critical,” he said.For her part, Acting Deputy Chief Education Officer, School Operations in the Ministry of Education, Youth and Information, Dasmine Kennedy, welcomed the new cohort of Cuban teachers to the island.She informed the gathering that since 1997, 369 Cuban nationals have been recruited.“The teachers have been employed to teach Spanish, mathematics, physical education, agricultural science, chemistry, physics, biology and integrated science. [They] were initially contracted to teach in Jamaican schools for two years, but this was later increased to three years following the revision of the Agreement in 2011,” Mrs. Kennedy said.She informed that in 1997, 18 teachers were recruited predominantly to teach mathematics and science subjects in secondary schools. She added that due to the magnitude of the experience and expertise of the recruits, a decision was taken in 2009 to include lecturers for tertiary institutions.“A total of 72 teachers will serve this year. Currently, there are 48 teachers who will be returning for the academic year 2018/2019 and one coordinator. On their return, 28 of the 48 teachers will commence the final year of their contracts.     first_imgThroughout the two-day working meeting, attendees collaborated to develop dynamic approaches for solving some of the nation’s most critical challenges by sharing knowledge, building partnerships, and generating Commitments to Action — new, specific, and measurable plans for addressing significant challenges. Among the 79 new commitments announced are programs to provide low-income and subprime consumers with alternatives to predatory loans; a project to train 500 tribal members to install and maintain solar energy systems on the Navajo Nation; and a coordinated effort to improve job quality for domestic care workers by asking employers to commit to a short list of key job quality standards for their employees.

When fully funded and implemented, new 2015 CGI America commitments will ensure that: • Nearly 210,000 jobs will be created or filled. • More than 126,000 girls and women will be positively impacted by programs to improve quality of education, increase access to employment and skills development opportunities, and invest in women as stewards of community health. • More than $11.3 million of new capital will be invested in or loaned to small- and medium-sized enterprises. • More than 111,000 students will gain access to STEM education opportunities. • More than 1.2 million people will receive access to training programs, either formal or informal (includes skills development, financial literacy, capacity building, and leadership development) • More than 160,000 educators will participate in professional development programs, equipping participants with effective educational tools. • More than 120,000 metric tons of CO2 equivalents will be avoided.Since its establishment in 2011, CGI America participants have made more than 500 commitments, which have improved the lives of nearly 2.4 million people. As a result of previously made commitments, more than 920,000 people have benefitted from professional skills training; more than 500,000 children have gained access to improved quality of education; nearly $1.2 billion of new capital has been invested or loaned to small and medium size enterprises; and nearly 4.1 million metric tons of greenhouse gasses have been avoided.

In the Closing Session, President Clinton thanked Mayor Michael Hancock of Denver for hosting CGI America in Denver for the last two years, before welcoming Mayor Kasim Reed of Atlanta to announce that the Clinton Global Initiative will hold its sixth annual CGI America meeting in Atlanta, Georgia, in June 2016. Commitments to Action already underway in the state tackle critical challenges in infrastructure, education, workforce development, and more.   • Justice system report slams Alberta for hiding Indigenous incarceration rates

    first_imgThe Canadian Press The government of Alberta is being lambasted in a review of Canada’s justice system as the only province to keep secret the number of Indigenous people it has locked up over the last five years.The criticism comes as part of an annual report card released Monday by the Macdonald-Laurier Institute that ranks the provinces and territories in terms of access to justice, efficiency, cost, public safety and support for victims.Alberta is the only province that doesn’t make public its disproportionately high Indigenous incarceration rate, said report co-author Benjamin Perrin.“It’s unconscionable to keep secret the number of Indigenous people who are being sent to jail in that province every year,” said Perrin, who is a law professor at the University of British Columbia in Vancouver.“We flagged this as a problem in our first report in the fall of 2016. We expected (Alberta) would start giving this data, but it hasn’t.”Alberta’s Justice Department said in a statement late Monday that it missed last year’s Statistics Canada deadline because of a software turnover and would provide the information moving forward.“Due to the transition to the new system, gaps in reporting (including indigenous-related data) occurred,” the statement said. “This was communicated to Statistics Canada and other agencies and is reflected in footnotes in reporting documents where appropriate.”But Perrin said the explanation is “a bit like ‘the dog ate my homework’ kind of excuse.”“This comes at a time of very serious concern about the treatment of Indigenous people by the justice system. People have a right to know,” he said.While Indigenous incarceration rates are disproportionately high everywhere in Canada, they are especially high in Alberta, B.C., Ontario, Saskatchewan and Manitoba, the report noted.The overall justice system received a mixed grade in Monday’s assessment, following last year’s inaugural review, which concluded the country suffered from a large and growing “justice deficit.”The 2017 report card celebrated a notable drop in crime rates and a boost in legal aid funding relative to the previous year, but those improvements were overshadowed by a spike in costs, lengthier court delays and the persistent over-representation of Indigenous people in prisons.The Ottawa-based think tank called for more data collection and monitoring by Statistics Canada to better identify and track problems that have, for too long, gone unacknowledged or unaddressed.The assessment called for additional research into how Canadians view the police, courts and justice system at large, as well as more information on victims of crime, including referral rates for victim services.Perrin also pointed to the need for more analysis of recidivism rates and the number of criminal cases that are stayed due to unreasonable delay.“By arming governments, police, courts and the public with this data, we hope that it can support better decision-making and law-reform efforts,” he said.The 2017 analysis dubbed Ontario the most improved jurisdiction after it rose to fourth place from seventh, while Quebec and British Columbia each dropped two rankings.Prince Edward Island continued to lead the pack, while Manitoba remained the lowest-ranked province, thanks in part to having one of the lowest victim restitution rates in the country and the highest proportion of accused offenders on remand while awaiting trial.The report also found a “shockingly high” rate of violent crime in the territories _ in some cases 10 times greater than their provincial counterparts, a situation Perrin described as “dire.”The assessment highlighted some areas of improvement, noting that, between 2016 and 2017, Canada as a whole saw a slight drop in crime rates, fewer police officers required per capita and rising support for legal aid.Among the many differences identified between various jurisdictions, a much higher proportion of accused people were found to be unlawfully at large in Quebec and Prince Edward Island compared with Nunavut, New Brunswick, or Ontario.Public confidence in the justice system and the courts were found to be lowest in Manitoba, B.C. and Quebec and highest in New Brunswick and Ontario. As for public confidence in police, the highest levels were observed in Saskatchewan, New Brunswick and Newfoundland and Labrador, and lowest in Prince Edward Island, B.C. and Quebec.While the rates of police solving non-violent crimes has declined in most parts of the country over the last five years, B.C. earned the distinction of having the lowest rates of resolving both violent and non-violent crimes, at about 52 per cent and 20 per cent respectively.The federal justice department did not immediately respond to a request for comment.last_img read more

    In a new manual called “Management of Dead Bodies in Disaster Situations,” the Americas’ bureau of the UN World Health Organization (WHO), the Pan American Health Organization (PAHO), says when deaths result only from disasters, the corpses do not pose a major risk for the spread of infection.“Regrettably, we continue to be witness to the use of common graves and mass cremations for the rapid disposal of dead bodies owing to the myths and beliefs that corpses pose a high risk of epidemics,” PAHO Director Mirta Roses writes in the book’s foreword. “These measures are carried out without respecting identification processes or preserving the individuality of the deceased.”Victims should not be buried in mass graves, nor should mass cremations take place if these procedures contravene local cultural and religious norms, the 176-page manual says. Bodies should be buried in a way that permits any needed later exhumation, identification, transfer and final disposal.“This is a basic human right of surviving family members,” PAHO says.Myths about the necessity of hasty mass burials came from such experiences as the 14th century “Black Death,” which claimed one-third of Europe’s 75 million people, the US National Institutes of Health’s Karl Western writes.When certain corpses may carry such communicable diseases as tuberculosis, hepatitis and HIV, the manual recommends protective ways of handling them. read more

Apparently the discerning duo only wants iPhones or cash, not your crappy BlackBerry or Droid.As anyone who follows the smartphone market knows, the iPhone is still the most sought-after phone around. That popularity — coupled with its multi-hundred-dollar price tag — obviously makes the iPhone a tempting target for thieves. This particular tandem has struck twice. The first time, two victims were accosted: one had an iPhone stolen, but the other was shaken down for cash instead. Why? No iPhone.In a second incident, a female victim informed the robbers that she didn’t have an iPhone. Just to make sure, they threw her against a fence and proceeded to search her to make sure.If you’re a Columbia student and you own an iPhone, make sure you don’t bring it with you when you’re traipsing around the 500 block of 114th Street. If you don’t own an iPhone, well, you might feel like one female student who said, “It’s insulting that they don’t want my BlackBerry.” That is, of course, assuming you still want your BlackBerry.     first_imgCourtesy of Nancy HeiseThe Alaska Department of Transportation is proposing changes in ferry service to Unalaska/Dutch Harbor for the 2016 sailing season.On Tuesday the state agency released its draft Alaska Marine Highway System (AMHS) sailing schedule for next year. If approved as is, the ferry Tustumena will sail to Unalaska once in June and once in September. In May, July and August, the ferry will make the run from Kodiak to Unalaska twice a month.According to DOT spokesman Jeremy Woodrow, the proposed changes to the state’s ferry system schedule is “significantly different than previous years’ schedules.”In the past, the ferry has serviced Unalaska twice each month from May through September. State budget cuts have led to reduced sailings across the system. Woodrow said a reason the Tustumenawill come to Unalaska just once in June 2016 is because the vessel will be filling in on another route elsewhere that month.The DOT is asking for public comment on the proposed 2016 sailing schedule, found here.Written comments will be accepted via email and fax prior to November 3.
