  • Amendments to the Land Titles Clarification Act

    first_imgThe process for people adversely affected when a certificate of title is issued under the Land Titles Clarification Act would be simplified with legislation introduced today, April 30. “There are complex and time-consuming procedures in the act to determine whether a person is detrimentally affected by an issued certificate of title,” said Minister of Natural Resources Carolyn Bolivar-Getson. “We’re amending the act to improve these procedures.” The amendment would allow for an independent investigation to determine if a person was adversely affected by the granting of a certificate of title to land by the minister of natural resources. The new process shifts the investigation responsibility from the governor in council to the minister of natural resources, through an independent reviewer. The bill proposes that when the independent reviewer determines a person has been adversely impacted, the minister of natural resources will recommend to the governor in council whether compensation should be paid to the applicant and, if so, the amount.last_img read more

    The UN’s Department of Peacekeeping Operations (DPKO) reports that relative calm has now been restored in the capital Kinshasa after violent incidents yesterday between supporters of President Joseph Kabila and Vice–President Jean Pierre Bemba, a spokesman told reporters in New York. A group of President Joseph Kabila’s Presidential Guards opened fire on Vice-President Jean-Pierre Bemba’s compound in Kinshasa yesterday afternoon, the spokesman said, adding that the Special Representative of the Secretary-General, William Lacy Swing, and a dozen members of the Committee in Support of the Transition were meeting inside. “As the shooting continued, Swing spoke on the telephone from Bemba’s residence with President Kabila and demanded that Kabila immediately bring the situation under control,” said UN spokesman Stephane Dujarric. “The shooting, however, continued for another two hours.” Mr. Dujarric added that the Secretary-General also phoned the two candidates to demand an immediate end to the violence, as well as the safe evacuation of the diplomats and civilian personnel trapped inside the residence. “The Secretary-General urged both Kabila and Bemba to meet immediately to resolve the situation in a peaceful manner,” said Mr. Dujarric. Some 150 UN peacekeepers in armoured personnel carriers brought Mr. Swing and the other dignitaries to safety, Mr. Dujarric said, adding that UN and European Union peacekeepers later deployed to Mr. Bemba’s residence and elsewhere in Kinshasa to ensure public order and safety. Additional UN peacekeepers arrived in Kinshasa from other parts of the country this morning after looting broke out there and gangs of street youths ransacked businesses and the homes of real or perceived Kabila supporters, reported the UN mission in the DRC, known as MONUC. Later in the day, the Security Council backed Mr. Annan’s call for an end to the violence and for the two leading presidential candidates to meet, issuing a statement demanding that the Congolese political leadership “exercise restraint and immediately implement the ceasefire agreed between their forces.”Meanwhile, Special Representative Swing continued his efforts to broker peaceful talks between the parties, as military chiefs from the MONUC, the European force, Vice-President Bemba’s security detail and the Congolese Army met separately to secure an agreement to stop the shooting. “It is imperative that the confrontations cease immediately and that the two presidential candidates meet urgently, for the good of the democratic process and above all for the Congolese people, who have already suffered too much as a result of armed conflict,” said Mr. Swing this morning.     The First Lady of Nigeria, Dame Patience Jonathan, was today formally appointed as the UN International Telecommunication Union’s (ITU) Child Online Protection Champion.“Dame Patience Jonathan has demonstrated deep interest in activities of children and young people,” said ITU Secretary-General Hamadoun Touré speaking at a ceremony earlier today. “Under her guidance, the Government of Nigeria is now taking extensive steps to ensure a safer online environment for children. ITU is looking forward to collaborating even more closely with Nigeria to build a better future for our children.”Among her responsibilities, the First Lady will work toward creating a safe environment for children while they are on the internet, as well as push for reforms not only in the Africa region but across the globe. Shadow Minister for Multicultural Affairs and Citizenship Nick Kotsiras, along with Liberal candidate for Oakleigh, Theo Zographos, made the announcement at the St Anargiri Feast Day in Oakleigh on Sunday. “It’s about showcasing the advantages and the merits of living in a multicultural society,” Kotsiris told Neos Kosmos. “Festivals on their own don’t solve the problem in terms of racism, but they assist in the big picture when you showcase what different cultures bring to this country.” This follows Premier John Brumby’s announcement of $1 million spending on improvements to Oakleigh’s Eaton Mall, through the Victorian Government’s $12 million Cultural Precincts and Community Infrastructure Fund. “This funding will strengthen Oakleigh’s Greek identity and help encourage more visitors to experience and enjoy the rich cultural traditions of the area,” Mr Brumby said when he announced the spending earlier this month. Mr Kotsiris said the $1 million upgrade would go ahead under a Coalition government, and the Hellenic festival would start after the work was finished. “We should showcase Oakliegh, we should showcase the Greek culture, what the Greek Australians have contributed to the area, and open it up to the wider community,” he said. The seat of Oakleigh has been held by the ALP since 1999, and the Liberal Party candidate would need a 12.4% swing to win. But Mr Kotsiris said Mr Zographos, who is 21, is in with a chance. “Gone are the days where you can assume a seat will go one way or the other,” he said. “It’s about communicating our policies, and Theo making inroads within the streets, the houses and the voters. “And I think he’s doing that.” Mr Kotsiris said he was hoping the Liberal-National coalition would win the 13 seats required to govern in their own right, but conceded it would be “a tough ask”. “People will make up their minds when they go and vote, and that’s what’s so good about our country, democracy is strong, and we have to earn the vote.” Facebook Twitter: @NeosKosmos Instagramlast_img read more

Le week-end dernier, au moins cent personnes ont atterri à l’hôpital après avoir été mordu par ces poissons.Si les piranhas n’ont déjà pas une réputation de poissons sympathiques, leur recrudescence dans les eaux d’Amérique du Sud constitue un véritable problème. Ainsi, le week-end dernier dans une station balnéaire de l’Etat de Piaui au Brésil, au moins cent personnes ont été admises à l’hôpital après avoir été mordu au talon et aux orteils par ces poissons aux dents acérées et à l’appétit vorace. En effet, selon un responsable de l’Institut brésilien de l’Environnement, l’un des facteurs a été la pêche clandestine des tucunarés, un poisson amazonien, et des trairas. Or, ces deux espèces sont des prédateurs naturels des oeufs de piranhas. Alors que celles-ci se font de plus en plus rares, les poissons voraces peuvent donc se multiplier en toute tranquillité. A l’inverse, les alevins des tucunarés et des trairas servent aussi d’aliment aux piranhas qui en manquent donc désormais.Pour contrer les attaques, les autorités de la station balnéaire de Piaui et l’Institut ont ainsi libéré cent mille spécimens de l’espèce tilapia, adulte comme alevin, dans le lac. Mais d’ici à novembre, ce seront deux cents mille autres poissons des espèces tucunaré et traira qui les rejoindront pour que la chaine alimentaire retrouve son équilibre.
