  • Police link radical elements to braid-chopping in Kashmir

first_img‘Braid choppers’ still on the prowl The Jammu and Kashmir police on Saturday blamed “radical elements” and detained a worker of a political party for raising “false alarms of braid-chopping”, as the Valley observed a shutdown in protest against the forcible cutting of women’s hair. The police said an investigation in north Kashmir had revealed that miscreants who attacked women this way had three objectives. Also Read  “It is aimed at disturbing peace; creating animosity between people and security forces, especially the police; and creating an atmosphere of fear and uncertainty for women to confine them to home so that the radical religious agenda of these elements is realised,” a Srinagar-based police spokesman said. The police said some 45 “trouble-mongers” had been identified in Baramulla. Of them, many raised slogans supporting Zakir Musa (who heads Al-Qaeda’s Kashmir cell) “to make their intentions public”.18 arrested for attackThe Baramulla police said they had arrested 18 persons “involved in the attack on three territorial Army men” on October 18. “A notorious stone-thrower, Qaiser Bilal Bhat, had hatched a conspiracy to get Army men killed by falsely accusing them of being braid-choppers,” the police said.On the 12 braid-chopping incidents in Baramulla, Senior Superintendent of Police (SSP) Imtiyaz Hussain said, “Some occurred within the four walls of victims’ houses. One of the victims was consulting a psychiatrist. There are some radical elements who don’t want women to be given a free hand. They want to stop women from pursuing education and government and private jobs and this is happening right now.”Party supporter heldThe police, meanwhile, said a person who faked braid-chopping at Dooru in Anantnag had been detained.“The person, having allegiance to a political party, had tried to create law-and-order problems by enacting the drama of hair chopping,” the police said.In a separate incident, the people of Thokarpora village in Pulwama attacked a five-member group of Hizbul Mujahideen on Friday night. When the people stopped the militants for questioning, they opened fire in the air and escaped.Youth injuredA young man was injured in clashes in Srinagar on Saturday during the shutdown. The youth was allegedly hit by bullets as protesters clashed with security forces in the Nowgam area. All educational institutions, offices, markets and petrol pumps remained closed in the wake of the Hurriyat call for a shutdown. The Congress and the Communist Party of India (Marxist) criticised the government for failing to “stop such incidents”.“Why has the State government miserably failed to investigate and demystify the plaguing menace that has disturbed the social order,” asked CPI(M) MLA M.Y. Tarigami.last_img read more

  • Louis van Gaal’s galacticos power Man Utd to first season win

first_imgManchester United registered their first win in Premier League this seasonIn what appeared to be one of the most flamboyant starting line-up for the beleaguered Manchester United over the past 11 months, coach Louis van Gaal’s policy of galacticos seems to be the answer for the woes of the Red Devils.Inspired from the theory pursued by Real Madrid’s president Florentino Perez to make expensive overseas signings to strengthen the squad, Van Gaal’s decorative signings were at full display during the demolition of Harry Redknapp’s lacklustre Queens Park Rangers at Old Trafford on Sunday. The new-look Man Utd pumped four goals past the Rangers to finally register their first win in the Premier league this season. Well, that’s what you get after spending 150 million pounds(250 million dollars) in the transfer market.Once worn-out, the Red Devils clearly thrived from the spectacular passes and burst of speed from their 60-million-pound signing Angel Di Maria – who was undoubtedly the best man in a red shirt today. The former Real Madrid winger and midfield talisman got Man Utd in front with a devious low free-kick in the 24th minute, beating QPR goalie Rob Green at the far post.Angel Di Maria was clearly the player of the match in Man Utd’s emphatic winIn the 36th minute, Di Maria set up Wayne Rooney whose shot was blocked but eventually hammered in the far corner by teammate Ander Herrera – who was signed from Athletic Bilbao for 29 million pounds this summer.Rooney finally got his goal with a low strike from the edge of the box, but the Old Trafford crowd went berserk after Di Maria curved in a stunning pass in the build-up to Juan Mata’s goal in the 58th minute.advertisementThe Red Devils could have easily added another goal as Colombian striker Radamel Falcao almost came close to scoring his debut goal in the 85th minute. The sharp passing and quick one-two’s, that was missing in Man Utd for quite sometime, cut a sorry figure for QPR as Louis van Gaal’s men romped to a highly-awaited 4-0 win at home.Manchester United shows his support for the team at Old TraffordThough the galacticos have undoubtedly strengthened Man Utd’s attacking prowess, but their weakness in defence was hard to miss. Matt Phillips almost scored the equalizer for QPR if it wasn’t for Jonny Evans who cleared the ball after David de Gea’s blunder. The Rangers were offered another chance in the 79th minute after United left-back Tyler Blackett misplayed a pass, allowing Eduardo Vargas to run behind him and kicking it wide.United’s staggering win has surely improved their goal difference and would also have cheered up the fans but the question remains whether Louis van Gaal’s galacticos can make up for their beleaguered defence especially against the likes of Chelsea, Manchester City and Arsenal.last_img read more

Hardik shared an 81-run partnership with Virat Kohli and did the bulk of the scoring even though the Indian captain was well-set in the middle at that time.Hardik hit three sixes and four boundaries in his brief cameo and narrowly missed out on scoring the fastest half-century in this World Cup. But his knock helped India go past the 300-run mark in the 46th over.Kohli (82), MS Dhoni (27) and KL Rahul (11 not out) then made sure to take the score past 350 which took the game out of Australia’s reach.”Alex Carey would be not so happy with what he did. Hardik was dropped first ball that cost them big time because he is someone you wouldn’t want to give him an extra chance. The first chance that he gives you better catch that ball”With Hardik having that ability to clear the boundary so effortlessly, you want to see his back when he’s going full swing you don’t want him to spend time in the middle. It’s a free bat swing and during the impact he’s stable. Early on in his career he was trying to hit the ball too hard and would lose shape.”Now he’s maintaining a good shape and that centre of gravity is far more stable. • 79 New Commitments To Action Made At Clinton Global Initiative America Meeting

first_imgThroughout the two-day working meeting, attendees collaborated to develop dynamic approaches for solving some of the nation’s most critical challenges by sharing knowledge, building partnerships, and generating Commitments to Action — new, specific, and measurable plans for addressing significant challenges. Among the 79 new commitments announced are programs to provide low-income and subprime consumers with alternatives to predatory loans; a project to train 500 tribal members to install and maintain solar energy systems on the Navajo Nation; and a coordinated effort to improve job quality for domestic care workers by asking employers to commit to a short list of key job quality standards for their employees.

When fully funded and implemented, new 2015 CGI America commitments will ensure that: • Nearly 210,000 jobs will be created or filled. • More than 126,000 girls and women will be positively impacted by programs to improve quality of education, increase access to employment and skills development opportunities, and invest in women as stewards of community health. • More than $11.3 million of new capital will be invested in or loaned to small- and medium-sized enterprises. • More than 111,000 students will gain access to STEM education opportunities. • More than 1.2 million people will receive access to training programs, either formal or informal (includes skills development, financial literacy, capacity building, and leadership development) • More than 160,000 educators will participate in professional development programs, equipping participants with effective educational tools. • More than 120,000 metric tons of CO2 equivalents will be avoided.Since its establishment in 2011, CGI America participants have made more than 500 commitments, which have improved the lives of nearly 2.4 million people. As a result of previously made commitments, more than 920,000 people have benefitted from professional skills training; more than 500,000 children have gained access to improved quality of education; nearly $1.2 billion of new capital has been invested or loaned to small and medium size enterprises; and nearly 4.1 million metric tons of greenhouse gasses have been avoided.

In the Closing Session, President Clinton thanked Mayor Michael Hancock of Denver for hosting CGI America in Denver for the last two years, before welcoming Mayor Kasim Reed of Atlanta to announce that the Clinton Global Initiative will hold its sixth annual CGI America meeting in Atlanta, Georgia, in June 2016. Commitments to Action already underway in the state tackle critical challenges in infrastructure, education, workforce development, and more. Looking forward, 2016 CGI America attendees coming together in Atlanta will continue to join together to positively impact people’s lives in communities across the nation. To read all 79 commitments, click here. Earlier this week, President Bill Clinton concluded the fifth annual Clinton Global Initiative America (CGI America) meeting, which convened nearly 1,000 leaders from business, foundation, NGO, and government sectors to advance solutions that encourage economic growth, support long-term competitiveness, and increase social mobility in the United States.Attendees made 79 new Commitments to Action that, when fully funded and implemented, will positively impact the lives of more than 1.6 million people in the United States.

”These past two days have reinforced for me, more than ever, that when you strip away all the little things that divide us, you can see just how tied together we all are,” said President Clinton. “And, most importantly, you have done so with a bias for action and a relentless focus on the future. Because of your efforts, more than 1.6 million people will be better off.”last_img read more

  • Justice system report slams Alberta for hiding Indigenous incarceration rates

first_imgThe Canadian Press The government of Alberta is being lambasted in a review of Canada’s justice system as the only province to keep secret the number of Indigenous people it has locked up over the last five years. The criticism comes as part of an annual report card released Monday by the Macdonald-Laurier Institute that ranks the provinces and territories in terms of access to justice, efficiency, cost, public safety and support for victims.Alberta is the only province that doesn’t make public its disproportionately high Indigenous incarceration rate, said report co-author Benjamin Perrin.“It’s unconscionable to keep secret the number of Indigenous people who are being sent to jail in that province every year,” said Perrin, who is a law professor at the University of British Columbia in Vancouver.“We flagged this as a problem in our first report in the fall of 2016. We expected (Alberta) would start giving this data, but it hasn’t.”Alberta’s Justice Department said in a statement late Monday that it missed last year’s Statistics Canada deadline because of a software turnover and would provide the information moving forward.“Due to the transition to the new system, gaps in reporting (including indigenous-related data) occurred,” the statement said. “This was communicated to Statistics Canada and other agencies and is reflected in footnotes in reporting documents where appropriate.”But Perrin said the explanation is “a bit like ‘the dog ate my homework’ kind of excuse.”“This comes at a time of very serious concern about the treatment of Indigenous people by the justice system. People have a right to know,” he said. While Indigenous incarceration rates are disproportionately high everywhere in Canada, they are especially high in Alberta, B.C., Ontario, Saskatchewan and Manitoba, the report noted. The overall justice system received a mixed grade in Monday’s assessment, following last year’s inaugural review, which concluded the country suffered from a large and growing “justice deficit.”The 2017 report card celebrated a notable drop in crime rates and a boost in legal aid funding relative to the previous year, but those improvements were overshadowed by a spike in costs, lengthier court delays and the persistent over-representation of Indigenous people in prisons. The Ottawa-based think tank called for more data collection and monitoring by Statistics Canada to better identify and track problems that have, for too long, gone unacknowledged or unaddressed. The assessment called for additional research into how Canadians view the police, courts and justice system at large, as well as more information on victims of crime, including referral rates for victim services.Perrin also pointed to the need for more analysis of recidivism rates and the number of criminal cases that are stayed due to unreasonable delay.“By arming governments, police, courts and the public with this data, we hope that it can support better decision-making and law-reform efforts,” he said. The 2017 analysis dubbed Ontario the most improved jurisdiction after it rose to fourth place from seventh, while Quebec and British Columbia each dropped two rankings.Prince Edward Island continued to lead the pack, while Manitoba remained the lowest-ranked province, thanks in part to having one of the lowest victim restitution rates in the country and the highest proportion of accused offenders on remand while awaiting trial. The report also found a “shockingly high” rate of violent crime in the territories _ in some cases 10 times greater than their provincial counterparts, a situation Perrin described as “dire.”The assessment highlighted some areas of improvement, noting that, between 2016 and 2017, Canada as a whole saw a slight drop in crime rates, fewer police officers required per capita and rising support for legal aid.Among the many differences identified between various jurisdictions, a much higher proportion of accused people were found to be unlawfully at large in Quebec and Prince Edward Island compared with Nunavut, New Brunswick, or Ontario.Public confidence in the justice system and the courts were found to be lowest in Manitoba, B.C. and Quebec and highest in New Brunswick and Ontario. As for public confidence in police, the highest levels were observed in Saskatchewan, New Brunswick and Newfoundland and Labrador, and lowest in Prince Edward Island, B.C. and Quebec. While the rates of police solving non-violent crimes has declined in most parts of the country over the last five years, B.C. earned the distinction of having the lowest rates of resolving both violent and non-violent crimes, at about 52 per cent and 20 per cent respectively. The federal justice department did not immediately respond to a request for comment.last_img read more

  • Identities of the dead should be preserved after disasters UN health agency

In a new manual called “Management of Dead Bodies in Disaster Situations,” the Americas’ bureau of the UN World Health Organization (WHO), the Pan American Health Organization (PAHO), says when deaths result only from disasters, the corpses do not pose a major risk for the spread of infection.“Regrettably, we continue to be witness to the use of common graves and mass cremations for the rapid disposal of dead bodies owing to the myths and beliefs that corpses pose a high risk of epidemics,” PAHO Director Mirta Roses writes in the book’s foreword. “These measures are carried out without respecting identification processes or preserving the individuality of the deceased.”Victims should not be buried in mass graves, nor should mass cremations take place if these procedures contravene local cultural and religious norms, the 176-page manual says. Bodies should be buried in a way that permits any needed later exhumation, identification, transfer and final disposal.“This is a basic human right of surviving family members,” PAHO says.Myths about the necessity of hasty mass burials came from such experiences as the 14th century “Black Death,” which claimed one-third of Europe’s 75 million people, the US National Institutes of Health’s Karl Western writes. When certain corpses may carry such communicable diseases as tuberculosis, hepatitis and HIV, the manual recommends protective ways of handling them. read more

  • Thieving duo stealing iPhones in New York reject all other smartphones

first_imgBuy an Android or BlackBerry if you don’t want your smartphone stolen, folks. Apple has received some priceless publicity from New York, where a pair of thieves have made headlines because of their choosiness. Apparently the discerning duo only wants iPhones or cash, not your crappy BlackBerry or Droid. As anyone who follows the smartphone market knows, the iPhone is still the most sought-after phone around. That popularity — coupled with its multi-hundred-dollar price tag — obviously makes the iPhone a tempting target for thieves. This particular tandem has struck twice. The first time, two victims were accosted: one had an iPhone stolen, but the other was shaken down for cash instead. Why? No iPhone. In a second incident, a female victim informed the robbers that she didn’t have an iPhone. Just to make sure, they threw her against a fence and proceeded to search her to make sure.If you’re a Columbia student and you own an iPhone, make sure you don’t bring it with you when you’re traipsing around the 500 block of 114th Street. If you don’t own an iPhone, well, you might feel like one female student who said, “It’s insulting that they don’t want my BlackBerry.” That is, of course, assuming you still want your BlackBerry. If not, well, you’re probably on the same page as the thieves and are just biding your time until you can replace it with an iPhone. It’s a sad state of affairs when criminals won’t bother to steal a competitor’s phone, but why would they if  it can’t be fenced it or won’t bring enough cash in return to justify the hassle? You win again, Apple.More at NBClast_img read more

  • Running marathons father and son raise 48000 for charities

first_imgAt just 7 years old, Micah Snell has completed more marathons than the vast majority of adults. With 22 marathons under his belt and $48,000 raised for charities, Micah shows no signs of stopping. For all but one of Micah’s marathons, his dad, Jeff Snell, has been powering the efforts, pushing the Camas first-grader — first, in a jogger stroller and now, in a custom running chair for people with disabilities. In Micah’s most recent marathon, however, Jeff Snell watched from the sidelines with his wife, Suzie Snell. For the Vernonia Marathon on April 8 in Vernonia, Ore., Micah had a new marathon buddy: his teacher, Amy Campbell.A runner herself, Campbell was excited for the chance to run with Micah and support the Snells’ fundraising efforts.“I believe in what Micah is doing and what the Snells are doing, trying to raise up Micah to create awareness and support for other families that might feel isolated or alone,” Campbell said. “If I can put Micah out in the world for 26 more miles and share his smile and happiness, then that’s what I want to do.”Genetic disorderMicah has a genetic mutation that falls under the umbrella of cerebral palsy.Cerebral palsy is caused by abnormal brain development, usually before birth. The condition can cause movement, muscle tone and posture disorders, according to the Mayo Clinic. People with cerebral palsy often have other conditions related to developmental brain abnormalities, such as intellectual disabilities, vision and hearing problems, and seizures.last_img read more

  • Changes in Unalaska ferry service proposed for next year

first_imgCourtesy of Nancy HeiseThe Alaska Department of Transportation is proposing changes in ferry service to Unalaska/Dutch Harbor for the 2016 sailing season. On Tuesday the state agency released its draft Alaska Marine Highway System (AMHS) sailing schedule for next year. If approved as is, the ferry Tustumena will sail to Unalaska once in June and once in September. In May, July and August, the ferry will make the run from Kodiak to Unalaska twice a month.According to DOT spokesman Jeremy Woodrow, the proposed changes to the state’s ferry system schedule is “significantly different than previous years’ schedules.”In the past, the ferry has serviced Unalaska twice each month from May through September. State budget cuts have led to reduced sailings across the system. Woodrow said a reason the Tustumenawill come to Unalaska just once in June 2016 is because the vessel will be filling in on another route elsewhere that month. The DOT is asking for public comment on the proposed 2016 sailing schedule, found here.Written comments will be accepted via email and fax prior to November 3. Send emails to dot.amhs.comments@alaska.gov or fax to 907-228-6874.A teleconference to hear comments and consider adjustments to the Southwest and Southcentral Alaska schedule is on Wednesday, November 4th at 1:30 p.m. The toll free number to participate is 800-315-6338, conference code 03902#.Fares are not slated to increase for the 2016 season.“Fares did go up this last year, we haven’t proposed any new fare structure changes,” for the coming year, said Woodrow.Meanwhile, the AHMS is transitioning to a new reservation system.“One thing that did change for the winter bookings is the cancellation policy for the fares…to basically help fill the space on the ships more. Before we had a pretty lenient change reservation policy and now we’ve structured that more similar to what people find with the airlines,” said Woodrow.Woodrow says the new system will start accepting advance 2016 bookings through the AMHS call center in December.last_img read more
